Truth be told, I'm not really sure how all this works. No doubt DC Comics, that produces the Teen Titan, also may have some ownership over the Kole character.

Usually characters are owned, in part or in whole, by those that created them. Unless said creator sells the rights away.

Kole Weathers is part of Teen Titans and is thus owned by the owners of Teen Titans. You sell Teen Titans to the newbies, they also inherit Kole. Often with those series, each character is created by a different person.

Then it's up to the current writer of the Teen Titans, whoever that is (I haven't checked to see) to bring her back. It is two people. Glen Murakami and Sam Register. The soundtrack is made by a band Puffy AmiYumi which also had a cartoon adaptation back in the day.

Perhaps I should try to contact these gentlemen and see what's happening. I don't think they'd release spoilers for what will happen to Kole, but they could tease info. Or an headcanon could become popular and become canon.

Although Teen Titans is'nt that popular, there ARE fandoms where fanon often becomes canon, because they pander a lot to the internet cartoon\videogame nerd demographic. And then there is stuff like MLP:FiM, where most of the fandom did'nt start from cartoon fans checking out the show and liking it, but from 4chan people trying to meme about it. Meaning that it has a lot of memetic stuff around, moreso than most other recent shows and videogames. Many of the memes (including background pony related ones) became canon.

As far as DC goes, Superman, Batman, and Wonder Woman are the big three.

As far as DC goes, Superman, Batman, and Wonder Woman are the big three. And Marvel has their own main superheroes, too. And basically everything has their main characters. The Whoniverse has a lot of EUs, Spinoffs, and eras, but the iconic characters are Fourth\Sarah\Brigadier\K9 for Classic Who, and Tenth\Rose\Jack\Mickey for NuWho.
